The event will take place at the Pajulahti Olympic and Paralympic Training Center between August 25 and 30, 2024, bringing together the top men's and women's teams in one of the world's fastest-growing sports. It follows the debut of flag football at The World Games in Birmingham, Alabama last month, which saw Mexico's women's team take home an historic victory over the USA, with Italy and Panama also represented among the men's and women's medalists. The 14 students selected by their medical schools to participate in the program will complete clinical rotations with NFL club medical staffs this fall.
Participating students hail from the country's four Historically Black Colleges and Universities (HBCU) medical schools – Charles R. Drew University of Medicine and Science, Howard University College of Medicine, Morehouse School of Medicine, and Meharry Medical College. Their clinical rotations will focus on primary care sports medicine and/or orthopedic surgery. They will each be embedded within the medical staff of one of eight NFL clubs: the Atlanta Falcons, Cincinnati Bengals, Los Angeles Chargers, Los Angeles Rams, New York Giants, San Francisco 49ers, Tennessee Titans and Washington Commanders.

The students' one-month clinical rotations will begin as the 2022 NFL season kicks off in September. During their rotations, students will observe and participate in the care of NFL players. Students will work directly with and under the supervision of the orthopedic team physicians, primary care team physicians and athletic trainers to gain basic medical knowledge and exposure to patient care in sports medicine. Additionally, students will become familiar with return-to-play guidelines and on-field treatment considerations for NFL players. Students may attend home games and be present on the sideline for observation. By the end of the rotation, students will understand the basic elements of all facets of care provided to NFL players from an orthopedic, primary care sports medicine and athletic training perspective.

NFL VOTES ENTERS ITS THIRD SEASON, ADDS PARTNER IN CONTINUING LEAGUE-WIDE VOTER EDUCATION, REGISTRATION AND ACTIVISM | Today, at the Pro Football Hall of Fame Game, the NFL family kicks off the third season of its NFL Votes initiative. NFL Votes is a league-wide, nonpartisan initiative that supports and encourages civic engagement among NFL players and Legends, club and league personnel, and fans. The initiative was founded in August 2020 as a joint effort between the NFL and the NFL Players Association and focuses on three key components of the electoral process: voter education, voter registration, and voter activation. All 32 NFL clubs and players throughout the league support this initiative and will engage in various efforts to highlight the importance of voting and to encourage fans to become informed and effective voters. With the upcoming midterm elections, NFL Votes will emphasize that our democracy is not a spectator sport and that everyone who is eligible should make his or her voice heard in the elections taking place in all 50 states. In the elections, voters will elect all 435 U.S. House members, about one-third of the U.S. Senate, governors in 36 states, and numerous local and state officials – all of whom help to shape the priorities and direction of the country. "Since its inception in 2020, NFL Votes has used its platform to help promote and encourage active participation in our country's democratic process and one of our most fundamental rights, voting," said NFL Commissioner Roger Goodell. "We are proud of this league-wide, non-partisan initiative that will continue through the upcoming midterm elections and beyond to educate, register and activate voters nationwide alongside our non-partisan partners in the civic engagement space." As part of the initiative, all 30 NFL stadiums are available to be utilized for election-related activities, if needed by local election officials. In 2020, such activities included early voting, drop-off, or Election Day polling sites. In addition, starting Week 2 of the NFL season during the runup to National Voter Registration Day on September 20, NFL Votes will launch a marketing campaign to further drive awareness and promote registration across the NFL and beyond, which will include television spots, social extensions, and "NFL Votes" field stencils and more. The campaign will continue through National Voter Education Week starting October 4 and culminate on November 8 – Election Day. This season, the NFL also announced Vet the Vote as a new, non-partisan partner. Vet the Vote is a coalition of nearly 30 veteran and military service organizations and civic groups, which aims to address a national shortage of poll workers by recruiting and training military veterans and their families to help our elections run effectively. Vet the Vote joins I am a voter., Rock the Vote, and RISE, have been partners of the league and clubs since 2020, helping with the overall education, registration, and activation phases of NFL Votes across the country. During today's game in Canton, fans will be able to register to vote at an NFL Votes booth inside Tom Benson Hall of Fame Stadium. In addition, military veterans and military family members will be able to sign up to volunteer and train as non-partisan poll workers. Representatives from Rock the Vote and Vet the Vote will staff the booth. In addition, during pregame warmups, fans will be encouraged to vote through in-stadium signage, live announcements, and a text-to-vote code provided on the stadium video board. NFL Votes has made the below progress since its inception in 2020: - Every NFL player, in addition to every club and league employee, has received comprehensive voter education and access to voter information and support. In addition, every NFL Legend has access to education and support.
- Approximately 90 percent of active players are registered to vote, and, in 2020, several clubs reported achieving 100 percent player registration.
- Half of the clubs used stadiums or facilities for election-related activities, including early voting, ballot drop-off, or Election Day polling sites. More than 66,000 voters cast ballots at NFL sites.
- All 32 clubs united to promote the initiative, which reached more than 160 million people.

Today's announcement follows a six-month investigation covering events from 2019-2022 that was led by former U.S. Attorney and SEC Chair Mary Jo White and a team of lawyers from the Debevoise law firm. The Commissioner expressed his deep appreciation to Ms. White and her colleagues for their comprehensive and objective review of these matters.
The investigation focused on two subjects: (1) whether the Dolphins violated League rules prohibiting tampering with a player and a coach under contract to other clubs; and (2) whether, during the 2019 season, the Dolphins intentionally lost games to improve the club's draft position in the 2020 draft, and whether Dolphins' Chairman and Managing General Partner Mr. Stephen Ross offered Head Coach Brian Flores financial incentives or otherwise encouraged him to lose games. The Commissioner thanked the Dolphins for the cooperation provided by the club and its leadership.
Tampering The investigation conclusively established violations of the Anti-Tampering Policy on three separate occasions:
- The Dolphins had impermissible communications with quarterback Tom Brady in 2019-20, while he was under contract to the New England Patriots. Those communications began as early as August 2019 and continued throughout the 2019 season and post-season. These numerous and detailed discussions were conducted by Mr. Beal, who in turn kept Mr. Ross and other Dolphins executives informed of his discussions with Mr. Brady.
- The Dolphins again had impermissible communications with both Mr. Brady and his agent during and after the 2021 season, while he was under contract to the Tampa Bay Buccaneers. Those discussions began no later than early December 2021 and focused on Mr. Brady becoming a limited partner in the Dolphins and possibly serving as a football executive, although at times they also included the possibility of his playing for the Dolphins. Both Messrs. Ross and Beal were active participants in these discussions.
- In January 2022, the Dolphins had impermissible communications with Don Yee, the agent for New Orleans Saints' head coach Sean Payton, about having Mr. Payton serve as Miami's head coach. Miami did not seek consent from New Orleans to have these discussions, which occurred before Coach Payton announced his decision to retire as head coach of the Saints. Following that announcement, Miami requested permission to speak to Coach Payton for the first time, which New Orleans declined to grant.
"The investigators found tampering violations of unprecedented scope and severity," Commissioner Goodell said. "I know of no prior instance of a team violating the prohibition on tampering with both a head coach and star player, to the potential detriment of multiple other clubs, over a period of several years. Similarly, I know of no prior instance in which ownership was so directly involved in the violations." "Tanking" to Improve Draft Position The investigation also addressed whether the Dolphins intentionally lost games during the 2019 season to improve the club's draft position in the 2020 draft and whether Mr. Ross offered financial incentives or otherwise encouraged the head coach to do so. The investigation conclusively established the following: - The Dolphins did not intentionally lose games during the 2019 season. Nor did anyone at the club, including Mr. Ross, instruct Coach Flores to do so. No witness contended otherwise. The Dolphins competed hard to win every game, including at the end of the season when they beat Cincinnati and New England, despite worsening Miami's position in the 2020 draft.
- On a number of occasions during the 2019 season, Mr. Ross expressed his belief that the Dolphins' position in the upcoming 2020 draft should take priority over the team's win-loss record. These comments were made most frequently to Team President and CEO Tom Garfinkel, but were also made to General Manager Chris Grier, Senior Vice President Brandon Shore and Coach Flores. These comments, which he took to be suggestions that he lose games, troubled Coach Flores and led him to express his concerns in writing to senior club executives, each of whom assured Coach Flores that everyone, including Mr. Ross, supported him in building a winning culture in Miami. After this, Mr. Ross no longer made any such comments to Coach Flores.
- One such comment is a claimed offer by Mr. Ross to pay Coach Flores $100,000 to lose games, as to which there are differing recollections about the wording, timing, and context. However phrased, such a comment was not intended or taken to be a serious offer, nor was the subject pursued in any respect by Mr. Ross or anyone else at the club.
"Every club is expected to make a good faith effort to win every game," Commissioner Goodell stated. "The integrity of the game, and public confidence in professional football, demand no less. An owner or senior executive must understand the weight that his or her words carry, and the risk that a comment will be taken seriously and acted upon, even if that is not the intent or expectation. Even if made in jest and not intended to be taken seriously, comments suggesting that draft position is more important than winning can be misunderstood and carry with them an unnecessary potential risk to the integrity of the game. The comments made by Mr. Ross did not affect Coach Flores' commitment to win and the Dolphins competed to win every game. Coach Flores is to be commended for not allowing any comment about the relative importance of draft position to affect his commitment to win throughout the season."
Based on the findings and conclusions, the following discipline will be imposed:
- The Dolphins will forfeit the club's first-round selection in the 2023 NFL draft and third-round selection in the 2024 NFL Draft.
- Mr. Ross is suspended through October 17, 2022. During this period, he may not be present at the Dolphins' facility and may not represent the club at any team or NFL event. He may not attend any League meeting prior to the Annual Meeting in 2023, is removed from all League committees indefinitely, and fined $1.5 million.
- Mr. Bruce Beal, Dolphins' Vice Chairman/Limited Partner, may not attend any League meeting for the remainder of the 2022 season and is fined $500,000.
This discipline is informed by the Competition Committee's clear guidance that more stringent discipline, including suspensions, should be imposed for tampering violations to deter future violations and to safeguard the integrity of the game.

GUARDIAN CAP DEBUTS AT TRAINING CAMPS LEAGUE-WIDE | NEW VIDEO: Head Coaches from the Competition Committee weigh in on the importance of the Guardian Cap to player safety July 29, 2022 – For the first time in training camp, some players from all 32 NFL teams are wearing a padded shell affixed to the outside of their helmets, called a Guardian Cap. In all 2022 preseason practices up until the second preseason game, all offensive linemen, defensive linemen, tight ends, and linebackers are required to wear the Guardian Cap, providing additional impact protection during the period when the league sees the greatest concentration of helmet impacts.
When worn, the Guardian Cap results in at least a 10% reduction in severity of impact if one player is wearing it, and at least a 20% reduction in impact if two players are wearing them.
In March 2022, NFL clubs voted on and passed a resolution on this requirement. That vote followed consideration and recommendations by the Competition Committee and the Owners' Health and Safety Advisory Committee, as well as consultation with head coaches around the League.
The four Head Coaches on the NFL Competition Committee – Coaches Frank Reich, Ron Rivera, Mike Tomlin and Mike Vrabel – recommended players wear Guardian Caps this preseason. The company that makes Guardian Cap was a recipient of the NFL's first HeadHealthTECH innovation challenge series in 2017, which aimed to stimulate development of better player safety equipment.

The NFL and NFLPA, through their biomechanical engineering experts, worked collaboratively with the Guardian Cap manufacturer to test and evolve the design of a Cap that specifically withstands impacts NFL players experience on the field – work made possible because of the vast amount of data collected and analyzed from the NFL playing field that helps the league to understand the biomechanics of head injury and simulate that in a laboratory environment.
The league will collect and analyze data from preseason practice to understand how Guardian Caps performed, and to improve future health and safety efforts. Two clubs, Buffalo and Las Vegas, have rookies reporting today while the Raiders, who will face the Jacksonville Jaguars in the NFL/Hall of Fame Game on August 4 (8:00 PM ET, NBC) in Canton, OH, have veterans reporting on Wednesday and will be the first club to have its entire team on-site. The defending Super Bowl Champion Los Angeles Rams, who host Buffalo in the league’s annual primetime kickoff game on September 8 (8:20 PM ET, NBC), have rookies and veterans reporting on Saturday. Tomorrow, rookies from eight clubs will report: Atlanta, Baltimore, the Los Angeles Chargers, Miami, New England, New Orleans, the New York Giants and New York Jets. In a growing trend, 24 clubs have scheduled joint practices with other teams, beginning with Miami and Tampa Bay on August 10 at AdventHealth Training Center in Tampa, FL. Both teams are among the eight that will practice against multiple opponents, along with Atlanta, Dallas, New England, the New York Jets, Philadelphia and Tennessee.
