FREE AGENCY SIGNING PERIOD BEGINS;
517 PLAYERS BECOME FREE AGENTS
The National Football League today announced that 517 players are free agents who now can negotiate with all 32 clubs.
Players are either "restricted" or "unrestricted" free agents. Within the categories are also “franchise” and "transition"
players. No players were designated as transition players this year.
The time period for free agency signings in 2017:
- Restricted Free Agents – March 9 to April 21.
- Unrestricted Free Agents (who have received May 9 tender from prior club) – March 9 to July 22 (or the first scheduled day of the first NFL training camp, whichever is later).
- Franchise Players – March 9 to November 14, the Tuesday following the 10th week of the regular season.

If a player in this category receives an offer from a new club to sign a player contract for the 2017 season or for 2017 and future seasons, which the player desires to accept, the offer must be set forth in an offer sheet, signed by both the new club and the player, and must be substantially in the form of Appendix B of the NFL Collective Bargaining Agreement. The new club then must immediately: hand deliver the offer sheet, or send it by overnight mail, or by electronic mail in .pdf form (in each case a confirmation copy shall also be sent by first class mail) to the prior club, to the attention of the club’s president or general manager. The new club must send copies of the offer sheet to the National Football League Players Association and to the National Football League using the above described delivery procedures. If the offer sheet is hand delivered, the new club should obtain an acknowledgement of receipt. In addition, the new club shall notify the league office of the terms of an offer sheet immediately upon delivery to a prior club.
The prior club has a right of first refusal to all players listed above. Draft choice compensation is as listed in the column on the right. If the prior club has only a right of first refusal and is therefore not entitled to any compensation, the designation "ROFR" appears in that column. In order to submit an offer sheet, a new club must have available the required selection choice, defined as its own or better choice in the applicable rounds, in the 2017 NFL Draft.
Offer sheets may be submitted to a prior club until 11:59:59 p.m., New York time, on Friday, April 21.

In the event that a player in this category has not signed a player contract with a club by July 22, 2017 or the first scheduled day of the first 2017 NFL training camp, whichever is later, he may negotiate or sign a player contract from July 22 until the Tuesday following the 10th week of the regular season, at 4:00 p.m., New York time, only with his prior club, provided that the prior club has extended such player a May 9 tender under Article 9, Section 1(b)(i) of the CBA, as amended.
In the event the player has not signed a player contract with a club by May 9, 2017, and if his prior club has not extended the player a May 9 tender or has withdrawn the tender, the player shall be completely free to negotiate and sign a player contract with any club with no signing deadline applicable to such player.

2017 NFL FREE AGENCY QUESTIONS & ANSWERS
SALARY CAP SET AT $167 MILLION
Q. When does the 2017 free agency signing period begin?
A. At 4:00 p.m. ET on Thursday, March 9.
Q. What are the categories of free agency?
A. Players are either “restricted free agents” or “unrestricted free agents.” A restricted free agent may be subject to a “qualifying offer.” A restricted or unrestricted free agent may be designated by his prior club as its franchise player or transition player.
Q. What is the time period for free agency signings this year?
A. For restricted free agents, from March 9 to April 21. For unrestricted free agents who have received the May 9 tender from their prior club, from March 9 to July 22 (or the first scheduled day of the first NFL training camp, whichever is later). For franchise players, from March 9 until the Tuesday following the 10th week of the regular season, November 14. No players were designated as transition players this year. If the above-listed players do not sign by November 14, they must sit out the season.
Q. What is the difference between a restricted free agent and an unrestricted free agent?
A. In the 2017 league year, players with three accrued seasons who have received a qualifying offer become restricted free agents when their contracts expire at the conclusion of the 2016 league year. Unrestricted free agents have completed four or more accrued seasons. An unrestricted free agent is free to sign with any club with no draft choice compensation owed to his old club.
Q. What constitutes an “accrued season”?
A. Six or more regular-season games on a club's active/inactive, reserved/injured or reserve/physically unable to perform lists.
Q. What could restrict the ability of a restricted free agent to sign with a new club?
A. If he has received a “qualifying offer” (a salary tender predetermined by the Collective Bargaining Agreement between the league and its players) from his old club. He can negotiate with any club through April 21. If the restricted free agent signs an offer sheet with a new club, his old club can match the offer and retain him because the qualifying offer entitles it to a “right of first refusal” on any offer sheet the player signs. If the old club does not match the offer, it may receive draft choice compensation depending on the amount of its qualifying offer. If an offer sheet is not executed on or before April 21, the player’s negotiating rights revert exclusively to his old club. In addition, a player who would otherwise be a restricted free agent may be designated by his old club as its franchise player or transition player.
Q. What determines an unrestricted free agent?
A. A player with four or more accrued seasons whose contract has expired. He is free to sign with any club, with no draft choice compensation owed to his old club, through July 22 (or the first scheduled day of the first NFL training camp, whichever is later). At that point, his negotiating rights revert exclusively to his old club if by May 9 the old club tendered the player a one-year contract for 110 percent of his prior year’s salary. His old club then has until the Tuesday following the 10th week of the regular season (November 14) to sign him. If he does not sign by that date, he must sit out the season. If no tender is offered by May 9, the player can be signed by any club at any time throughout the season.
Q. What determines a franchise player?
A. The salary offer by a player’s club determines what type of franchise player he is: exclusive or non-exclusive.
An “exclusive” franchise player – not free to sign with another club – is offered the greater of (i) the average of the top five salaries at the player's position for the current year as of the end of the restricted free agent signing period on April 21; or (ii) the amount of the required tender for a non-exclusive franchise player, as explained below.
Article 10, Section 2(a)(i) of the CBA sets forth the methodology, known as the “Cap Percentage Average,” for calculating the required tender for a non-exclusive franchise player:
The Nonexclusive Franchise Tender shall be a one year NFL Player Contract for (A) the average of the five largest Prior Year Salaries for players at the position . . . at which the Franchise Player participated in the most plays during the prior League Year, which average shall be calculated by: (1) summing the amounts of the Franchise Tags for players at that position for the five preceding League Years; (2) dividing the resulting amount by the sum of the Salary Caps for the five preceding League Years . . . ; and (3) multiplying the resulting percentage by the Salary Cap for the upcoming League Year . . . (the “Cap Percentage Average”) . . . ; or (B) 120% of his Prior Year Salary, whichever is greater . . . .
If a club extends a required tender to a “non-exclusive” franchise player pursuant to this section, the player shall be permitted to negotiate a player contract with any club, except that draft choice compensation of two first-round draft selections shall be made in the event he signs with a new club.
Q. How many franchise players and transition players can a team designate each season?
A. A club can designate one franchise player or one transition player among its potential restricted or unrestricted
free agents.
Q. Can a club decide to withdraw its franchise or transition designation on a player?
A. Yes. A club can withdraw its franchise or transition designation, and the player then automatically becomes an unrestricted free agent, either immediately if the tender is withdrawn after the start of the 2017 league year, or when his 2016 contract expires if the tender is withdrawn before the start of the 2017 league year.
Q. What is the salary cap for 2017?
A. The salary cap is $167 million per club.
Q. When must teams be in compliance with the salary cap?
A. At the start of the 2017 league year, which begins at 4:00 p.m. ET on Thursday, March 9.
Q. If a team is under the salary cap at the end of a given season, can the team “carry over” room to the next season?
A. Yes. A team may carry over room from one league year to the following league year by submitting notice to the NFL prior to 4:00 p.m. ET on the day following the team’s final regular-season game, indicating the amount of room that the club wishes to carry over.
Q. What is the maximum amount of room that a club can carry over?
A. One hundred percent of its remaining room.
NFL ANNOUNCES PROCESS FOR ATTENDING
2017 NFL DRAFT IN PHILADELPHIA
Registration is now open for the 2017 NFL Draft in Philadelphia from April 27 to April 29, the NFL announced today. Fans may sign-up at NFL.com/FanMobilePass or download the NFL Draft – Fan Mobile Pass app to participate in the free NFL Draft Experience presented by Dannon Oikos Triple Zero, the largest fan festival created by the league, spanning the size of 25 football fields.
At the NFL Draft Experience, fans can partake in interactive activities, such as a 100-yard zip line, the Vertical Jump and the 40-Yard Dash, immersive games and virtual reality experiences, player autograph sessions, and more. Additional information, including a list of events, is available at NFL.com/DraftExperience.
The NFL is providing fans with more opportunities than ever before to see the event by constructing an open-air theater on the steps of the historic Philadelphia Museum of Art. For the first time, fans will be able to view all three days of the NFL Draft in an outdoor environment, as well as participate in free attractions as part of the NFL Draft Experience.
By registering for Fan Mobile Pass, fans will also be eligible to win a free ticket for themselves and a guest to access seating inside the NFL Draft Theater. Fans without seated tickets can still watch team selections due to the unique outdoor nature of this year’s event.
Fans attending the NFL Draft Experience will also have the chance to receive standby tickets to the theater, as seats become available, by checking-in at the event through the Fan Mobile Pass app on Thursday for Round 1, Friday for Rounds 2-3, and Saturday for Rounds 4-7.

FRANCHISE PLAYERS NAMED
Franchise player designations were announced today for the 2017 NFL free agency signing period, which begins at 4:00 p.m. ET on March 9.

About the 2017 NFL Draft
The 2017 NFL Draft is returning to Philadelphia, home to the first Draft, which was held at the Ritz-Carlton Hotel in 1936. Additionally, the city hosted the event in 1949-50, 1953-54, 1956 (Rounds 1-3) and 1957-61. Festivities will be held along the Benjamin Franklin Parkway, incorporating famed city landmarks such as the Franklin Institute and the Philadelphia Museum of Art.
Round 1 will take place on Thursday, April 27 while Rounds 2-3 will be held on Friday, April 28. The Draft will conclude on Saturday, April 29 with Rounds 4-7. For the first time in history, the Draft theater will be constructed outside on the steps of the Philadelphia Museum of Art. This unique set up will allow for the largest live audience to ever see the selection announcements.
A limited number of tickets will be made available for the theater. Information regarding obtaining these tickets will be released in the weeks ahead. No tickets are required for the free NFL Draft Experience.

NFL NAMES MARY ANN TURCKE
PRESIDENT, DIGITAL MEDIA AND NFL NETWORK
Turcke will oversee the NFL Network, NFL Films, and Digital Media
Veteran media executive MARY ANN TURCKE has been named President, Digital Media and NFL Network, NFL Commissioner ROGER GOODELL announced today.
Turcke has served since April 2015 as President of Bell Media, a division of Bell Canada, where she successfully led Canada’s largest media company and was responsible for their flagship television channels and annual revenues of more than $3B (CAD). She will be based in the league’s Los Angeles office, reporting to NFL EVP of Media Brian Rolapp.
As President, Digital Media and NFL Network, Turcke will be responsible for leading the operations of the NFL Network, as well as overseeing NFL owned and operated media assets including NFL Films, NFL Digital and NFL.com. Turcke will also oversee digital product development and execute against the NFL’s content strategy and roadmap.
“We are delighted to have an individual of Mary Ann’s talent and expertise joining the NFL to lead the NFL Network, NFL Films and our digital and technology groups across the organization,” said Goodell. “Mary Ann has distinguished herself throughout her career, not only managing the complicated broadcast operations of Bell Media, but also growing their media sales and leading their telecommunications and IT services. Turcke has spent 12 years at Bell Canada, where prior to being named President of Bell Media she served as Group President, Media Sales, Local TV and Radio, where she leveraged Bell Media properties and brands across all platforms to support their strong position in the competitive marketplace.
Prior to her time at Bell Media, Turcke was Executive Vice President, Field Operations for Bell Canada. In that role, she was responsible for the construction and management of Bell Canada’s telecommunications services, including all of their residential and business customers. Previous to that, Turcke was Vice President, Customer Experience, Small Medium Business, responsible for customer service operations, sales support, and IT functions.
Earlier in her career, Turcke was a partner and member of the Board of Directors at Codesta LLC, a software consultancy group that specializes in enterprise applications and solutions.
Mrs. Turcke is on the board of the SickKids Foundation, Toronto Argonauts GP Inc., and Greenwood College School. She holds a Bachelor of Civil Engineering from Queen’s University in Kingston, Canada, a Master of Engineering from the University of Toronto, and a Master of Business Administration from Queen’s University.
NFL ANNOUNCES 32 COMPENSATORY DRAFT CHOICES TO 16 CLUBS
A total of 32 compensatory choices in the 2017 NFL Draft have been awarded to 16 teams, the NFL announced today.
Under the rules for compensatory draft selections, a team losing more or better compensatory free agentsthan it acquires in the previous year is eligible to receive compensatory draft picks.
The compensatory picks will be positioned within the third through seventh rounds based on the value of the compensatory free agents lost.
Compensatory free agents are determined by a formula based on salary, playing time and postseason honors. The formula was developed by the NFL Management Council. Not every free agent lost or signed by a club is covered by this formula.
The Collective Bargaining Agreement limits the number of compensatory selections to the number of clubs then in the League (32). This year, four clubs: the Los Angeles Rams (one pick), the Green Bay Packers (one pick), the Pittsburgh Steelers (two picks), and the Arizona Cardinals (three picks) qualified for compensatory selections under the net loss formula, but will not receive those picks because the final numerical values of the CFAs who were lost by those clubs ranked 33rd through 39th among the final numerical values of all compensatory selections. Each of those four clubs will receive compensatory selections for other CFAs lost whose final numerical values ranked within the top 32.
Compensatory picks may be traded this year. A rule change approved by clubs in 2015 permits compensatory draft picks to be traded beginning in 2017.
