SALT LAKE CITY TO HOST NBA ALL-STAR 2023
SALT LAKE CITY, Oct. 23, 2019 – The NBA announced today that Salt Lake City has been selected to host NBA All-Star 2023. The 72nd NBA All-Star Game will take place at Vivint Smart Home Arena, home of the Utah Jazz, on Sunday, Feb. 19, 2023. This will mark the 30th anniversary of the 1993 NBA All-Star Game played in Salt Lake City.
NBA Commissioner Adam Silver made the announcement today during a press conference at Vivint Smart Home Arena, where he was joined by Larry H. Miller (LHM) Group of Companies Owner and Chairman Gail Miller, LHM Group of Companies CEO Steve Starks, Utah Governor Gary Herbert and Salt Lake City Mayor Jackie Biskupski.
“Along with a rich basketball tradition, Salt Lake City has proven to be a world-class destination for large-scale events and sports competitions,” said Silver. “I want to thank the Miller Family and the Utah Jazz organization for their commitment to hosting our All-Star festivities and to developing a program that will leave a lasting impact on the community.”
“The return of the NBA All-Star Game to Salt Lake City is a tremendous honor and an opportunity for us to welcome back the NBA family for one of basketball’s biggest events,” said Miller. “The memory of John Stockton and Karl Malone sharing MVP honors 30 years ago remains strong. We are excited to create new memories for this generation of NBA fans in a place that loves to celebrate basketball.”
“We are excited to bring NBA All-Star 2023 to Salt Lake City and Utah,” said Starks. “We have civic and community partners who are engaged and committed to making our celebration very special. Vivint Smart Home Arena is an ideal host venue after our recent $125 million renovation, which focused on enhancing the guest experience. With the close proximity of the Salt Palace Convention Center and Huntsman Center as facilities, NBA fans will enjoy a dynamic downtown atmosphere.”
“I am very proud of our people and our state, and hosting NBA All-Star 2023 is a fitting tribute to the Miller Family and Utah Jazz organization,” said Herbert. “We look forward to showcasing our state in an unforgettable way. It’s true that nature played favorites with Utah. Visitors can hike or bike in red-rock Moab in the morning, ski at Park City in the afternoon, and attend NBA All-Star events at night for a robust Utah experience.”
“Salt Lake City is a vibrant, diverse, and culturally-rich community that knows how to celebrate the experience of sport,” said Biskupski. “Our 2002 Olympic Winter Games remain the standard against which all other Games are measured. Our selection as the NBA All-Star 2023 host is a testament to Salt Lake City as a sought-after destination for major conventions, sports and entertainment events, and new business.”
NBA All-Star oncourt events will tip off on Friday, Feb. 17 at Vivint Smart Home Arena and will culminate with the NBA All-Star Game on Sunday, Feb. 19. Additional programming for fans of all ages will take place at venues throughout the city, including the Salt Palace Convention Center and Huntsman Center on the University of Utah campus.
The league will also continue to celebrate its tradition and commitment to social responsibility with a full schedule of NBA Cares and Diversity & Inclusion events during NBA All-Star 2023. Through partnerships with schools, government, and local and national nonprofit organizations, the league will reach thousands of children and families in Salt Lake City and the surrounding areas and provide critical resources to community-based programs.
In 2023, TNT will be televising the All-Star Game in prime time for the 21st consecutive year, marking Turner Sports’ 38th year of All-Star coverage. The game will be broadcast worldwide in more than 200 countries and territories and more than 40 languages.
NBA ALL-STAR HISTORY IN UTAH

NEW YORK, Oct. 17, 2019 – Longtime NBA official Gary Zielinski will join the NBA Referee Operations Department as Director of Amateur Officiating Development, it was announced today by Byron Spruell, NBA President of League Operations. Zielinski recently retired as an NBA referee after spending 18 seasons in that role.
In his new position, Zielinski will provide guidance and training regarding playing rules and officiating career opportunities to amateur players, coaches and officials, with a specific focus on youth. He will create and implement youth officiating development curriculum based on the NBA’s officiating program and Jr. NBA’s educational initiatives. In addition, Zielinski will conduct clinics and camps and identify candidates for introduction into the referee scouting pipeline.
“We are excited that Gary will continue to serve the NBA in this new role,” said Spruell. “His extensive knowledge and experience as an NBA referee will be invaluable as we develop our grassroots officiating programs.”
Zielinski officiated more than 1,000 regular-season games as well as 18 playoff games in the NBA. Before joining the NBA’s officiating staff, he worked as a referee for four seasons in the WNBA and seven seasons in the Continental Basketball Association.
Oct. 8, 2019 - NBA Commissioner Adam Silver issued the following statement regarding the NBA and China:
I recognize our initial statement left people angered, confused or unclear on who we are or what the NBA stands for. Let me be more clear.
Over the last three decades, the NBA has developed a great affinity for the people of China. We have seen how basketball can be an important form of people-to-people exchange that deepens ties between the United States and China.
At the same time, we recognize that our two countries have different political systems and beliefs. And like many global brands, we bring our business to places with different political systems around the world.
But for those who question our motivation, this is about far more than growing our business.
Values of equality, respect and freedom of expression have long defined the NBA – and will continue to do so. As an American-based basketball league operating globally, among our greatest contributions are these values of the game.
In fact, one of the enduring strengths of the NBA is our diversity – of views, backgrounds, ethnicities, genders and religions. Twenty-five percent of NBA players were born outside of the United States and our colleagues work in league offices around the world, including in Beijing, Hong Kong, Shanghai and Taipei.
With that diversity comes the belief that whatever our differences, we respect and value each other; and, what we have in common, including a belief in the power of sports to make a difference, remains our bedrock principle.
It is inevitable that people around the world – including from America and China – will have different viewpoints over different issues. It is not the role of the NBA to adjudicate those differences.
However, the NBA will not put itself in a position of regulating what players, employees and team owners say or will not say on these issues. We simply could not operate that way.
Basketball runs deep in the hearts and minds of our two peoples. At a time when divides between nations grow deeper and wider, we believe sports can be a unifying force that focuses on what we have in common as human beings rather than our differences.
NBA STATEMENT
NEW YORK, October 6, 2019 – NBA Chief Communications Officer Mike Bass released the following statement:
"We recognize that the views expressed by Houston Rockets General Manager Daryl Morey have deeply offended many of our friends and fans in China, which is regrettable. While Daryl has made it clear that his tweet does not represent the Rockets or the NBA, the values of the league support individuals’ educating themselves and sharing their views on matters important to them. We have great respect for the history and culture of China and hope that sports and the NBA can be used as a unifying force to bridge cultural divides and bring people together.”

NBA TIPS OFF GRASSROOTS COMMUNITY PROGRAMS AHEAD OF FIRST-EVER NBA GAMES IN INDIA
– Weeklong Series of Events to Impact Thousands of Youth, Coaches, Teachers and Families
Across Mumbai –
– NBA Legacy Project Supporting Local Schools with New Basketball Court, Refurbished Facilities and STEM Curriculums and Training Begins Oct. 5 –
MUMBAI AND NEW YORK, Sept. 30, 2019 – The National Basketball Association (NBA) will begin a series of grassroots community, youth basketball and elite development events and programs to impact thousands of young people, teachers, coaches and families across Mumbai ahead of The NBA India Games 2019, the NBA announced today. The first-ever NBA game in India will be played in front of 3,000 youth from participating Reliance Foundation Jr. NBA schools, when the Kings and Pacers take the court Oct. 4 at the Dome, NSCI, SVP Stadium in Mumbai.
Throughout the week, NBA Cares, Jr. NBA, Her Time to Play and NBA Academy programming will feature basketball clinics, community impact projects and special events designed to encourage physical fitness, inspire play, empower women and girls and create sustainable, technology-equipped spaces to support STEM education for kids of all ages.
Since the league’s 2008 NBA Legacy Project in Delhi, Jr. NBA and NBA Cares have worked to engage youth across India as part of grassroots efforts that teach the fundamentals and values of the game, including teamwork, community, respect and determination. Launched in 2013, the Reliance Foundation Jr. NBA program has reached more than 10 million youth from 13,000 schools and trained more than 13,000 physical education instructors nationwide. For the second consecutive year, 10 boys and 10 girls from India represented the country in the second annual Jr. NBA Global Championship in Orlando, Florida.
Continuing and expanding these initiatives ahead of The NBA India Games, the NBA, Pacers and Kings will support five under-resourced municipal schools in and around Mumbai, including Sitaram Mill Compound Marathi BMC School, where league and team executives and former NBA players will break ground on a new basketball court on Oct. 5. In partnership with the American India Foundation (AIF), this joint Legacy Project will transform the educational experience for hundreds of Mumbai’s most underserved students for years to come.
Students and teachers will have access to new Smart Classrooms, STEM Resource Centers and a Robotics Lab outfitted with new technology, digital STEM curriculums and training, and improved infrastructure for school facilities, as well as the newly-constructed basketball court. Additionally, Jr. NBA programs will be launched at each school for both boys and girls.
“Our mission is to use basketball as a platform for good and we are thrilled to partner with the American India Foundation to invest in the education and growth, both physically and mentally, of youth in India,” said Kings Chairman, CEO and Governor Vivek Ranadivé. “I believe in the transformative power of sports and it is a tremendous honor to help bring the game to the country where I was raised as the NBA continues to expand its reach in India and across the globe.”
“We are excited to partner with the American India Foundation to support the health, wellness and education of underserved youth in Mumbai,” said Pacers Chairman, CEO and Governor Herb Simon. “We are absolutely thrilled to be playing the first-ever games in India and we are proud to be part of the expanding NBA worldwide footprint of our game of basketball.”
See below for a full list of events taking place today through Oct. 5. For more information, fans in India can follow the NBA on Facebook, Twitter, Instagram and use the hashtag #NBAIndiaGames2019.
NBA PROMOTES THREE REFEREES TO 2019-20 OFFICIATING STAFF
NEW YORK, Sept. 25, 2019 – NBA G League referees John Butler, Nate Green and Evan Scott have been promoted to full-time NBA staff officials, it was announced today by Monty McCutchen, NBA Vice President, Head of Referee Development and Training.
“John, Nate and Evan have achieved their promotions through the quality of their officiating being at the standard for working NBA games on a regular basis,” said McCutchen. “Our NBA G League is a great tool for officials to earn the right to rise to the NBA ranks and then continue to grow at their craft.”
In addition to their NBA assignments this season, the three new staff officials will continue to officiate NBA G League games. All NBA referees with fewer than four years of service in the NBA work NBA G League games to gain additional experience as crew chiefs and develop as leaders.
New Full-Time NBA Staff Officials
John Butler (Biloxi, Miss.) has officiated five seasons in the NBA G League and two seasons in the WNBA. He worked the NBA G League playoffs from 2015-19 and the Finals in 2018 and 2019. Butler officiated nine NBA regular-season games as a non-staff official during the 2018-19 season. He also has eight years of collegiate officiating experience. See his complete bio here.
Nate Green (Des Moines, Iowa) has worked four seasons as an NBA G League official. He officiated nine NBA regular-season games as a non-staff official during the 2018-19 season. Green also has six years of collegiate officiating experience. A standout player at Indiana State, Green was named the 1999-2000 Missouri Valley Player of the Year. He played professionally in the NBA G League (2001-03) and in Italy (2003-10). See his complete bio here.
Evan Scott (Taejon, South Korea) is one of four referees born outside the United States on the NBA officiating staff. He has officiated three seasons in the NBA G League. Scott worked nine NBA regular-season games as a non-staff official during the 2018-19 season. His officiating experience also includes five years in the collegiate ranks. Scott played two seasons of rugby at Radford University. See his complete bio here.
NBA FINES MILWAUKEE BUCKS
NEW YORK, September 24, 2019 – The NBA announced today that the Milwaukee Bucks have been fined $50,000 for violating league rules governing the timing of discussions regarding future player contracts and permissible commitments to players. The fine is in response to a public statement made recently by General Manager Jon Horst during a televised team event that Giannis Antetokounmpo “will be offered a supermax extension.”
Under NBA rules, teams cannot commit to offer a “supermax” extension prior to the summer following a player’s seventh season in the NBA.
LONGTIME NBA REFEREE MIKE CALLAHAN NAMED
G LEAGUE TRAINING AND DEVELOPMENT LEAD
NEW YORK, Sept. 25, 2019 –Mike Callahan, who retired as an NBA official following the 2018-19 campaign after having served on-court for 29 seasons, will join the NBA Referee Operations Department as G League Training and Development Lead, it was announced today by NBA President of League Operations, Byron Spruell.
In his new role, Callahan will be responsible for the implementation, development and execution of the G League referee educational curriculum. He will also oversee G League referee staff evaluation and development, including the transition of top candidates to the WNBA and NBA.
“We are thrilled that Mike will be bringing his vast experience and teaching abilities to our G League officials,” said Spruell. “He is the perfect mentor to develop our next generation of G League referees for on-court success and growth in their own officiating careers.”
Known as “Duke,” Callahan officiated 1,626 regular-season games and 225 playoff games, including 21 Finals games. He concluded his stellar NBA career as the crew chief for Game 4 of the 2019 NBA Finals.
George Tolliver, a former NBA official and member of NBA Referee Operations since 2004, will transition from G League Lead to Candidate Development Lead where he will oversee the strategic priority of implementing programs to identify new officials for the NBA’s developmental pipeline.
– BOG Also Institutes New Deadline for Submission of Starting Lineups –
NEW YORK, Sept. 20, 2019 – The NBA Board of Governors today approved new language in the NBA rule book that governs traveling violations. The revision will not change the substance of the rule but will help eliminate the gap between the rule as written and how it has been applied in NBA games.
“One of the most misunderstood rules in our game is how traveling is interpreted and appropriately called,” said Byron Spruell, NBA President, League Operations. “Revising the language of certain areas of the rule is part of our three-pronged approach to address the uncertainty around traveling. This approach also includes an enforcement plan to make traveling a point of emphasis for our officiating staff, along with an aggressive education plan to increase understanding of the rule by players, coaches, media and fans.”
The official NBA rule book will now have a section that formally defines the “gather,” which is a concept that has been used by the officiating staff for many years to apply the rule but was never defined in the rule book. The text of the rule will also be revised to provide additional clarity regarding how many steps a player may take after the gather occurs.
Click here or see attached for the new language in the rule book regarding traveling that is consistent with how the play has been called. A training video that further explains the traveling rule will be issued next week.
Also today, the NBA Board of Governors approved a change to the rule related to the submission of starting lineups. To increase transparency for teams, media and fans, the league will now require teams to submit their starting lineups 30 minutes prior to the game’s scheduled start time instead of the previous rule of 10 minutes. Teams will retain the ability to amend their starting lineups prior to the beginning of the game if circumstances change. This type of change is most likely to occur if a player sustains or reaggravates an injury during pregame warm-ups.
The NBA’s Competition Committee unanimously recommended the clarification of the rule governing traveling violations and the new deadline for the submission of starting lineups.

Since October 2016, NBA Academies have been launched in Canberra, Australia; Jinan, Urumqi and Zhuji, China; Delhi National Capital Region (NCR), India; Mexico City, Mexico; and Saly, Senegal.

FIRST-EVER NBA GAME IN INDIA TO BE PLAYED IN FRONT OF YOUTH FROM RELIANCE FOUNDATION JR. NBA PROGRAM
- NBA and Reliance Foundation to Invite 3,000 Boys and Girls from More Than 70 Schools Across Mumbai to Attend Oct. 4 Game Between Sacramento Kings and Indiana Pacers -
MUMBAI, Sept. 12, 2019 – NBA India today announced that the first-ever NBA game in India will be played in front of 3,000 boys and girls from more than 70 schools under the Reliance Foundation Jr. NBA program.
Reliance Foundation is a non-profit organization that supports various philanthropic initiatives of Reliance Industries Limited (RIL) and has partnered with the NBA on the Reliance Foundation Jr. NBA program in India since 2013.
The NBA India Games 2019, which will feature the Sacramento Kings and Indiana Pacers playing two preseason games Friday, Oct. 4 and Saturday, Oct. 5 at the Dome, NSCI, SVP Stadium in Mumbai, will mark the first games that teams from a North American sports league will play in India. The NBA India Game on Oct. 5 will be open to fans who have purchased tickets through BookMyShow.
“We are proud to provide young Indian boys and girls under the Reliance Foundation Jr. NBA program with the opportunity to experience the first-ever NBA game in India,” said NBA Deputy Commissioner and Chief Operating Officer Mark Tatum. “We share Reliance Foundation’s belief in the transformative power of sport and its ability to capture a child’s imagination, and these historic events will inspire youth across the country for years to come.”
In addition to the games, the league and its partners will host interactive fan activities, Jr. NBA events, an NBA Academy India development camp for women, and NBA Cares community outreach efforts benefiting fans of all ages across Mumbai.
The Reliance Foundation Jr. NBA program is a comprehensive youth development initiative that aims to develop the game at the grassroots level and apply the core values of basketball – teamwork, respect, determination and community – to positively impact the lives of boys and girls in India. Since its launch in 2013, the program has reached more than 10 million youth from 10,000 schools across 34 cities and has trained more than 10,000 physical education instructors nationwide. Ten boys and 10 girls from the Reliance Foundation Jr. NBA program represented India in the second Jr. NBA Global Championship, a youth basketball tournament for top 13- and 14-year-old boys and girls teams from around the world on Aug. 6-11, 2019 at ESPN Wide World of Sports Complex near Orlando, Fla.
